Initially, the GTM informal consortium was constituted by the organizations who signed a Letter of Interest (LoI). In these LoIs, the supporting institutions declared to share GTM's vision and goals and appointed their own institutional liaisons. The LoIs represented the will of joining the group's effort in formalizing the GTM organization, with a statutory Terms of Reference (ToR) to be developed, and did not imply any material commitment. The constitutional process has consisted in defining the GTM structure and governance. The full list of the original GTM initiative are listed here.
